The disc has been returned to its owner already (who doesn't have any Plextor), but it constantly gives the proper bytes (like on the right) with all the 0xBE reading tools (IsoBuster, CloneCD, etc.).

Was that related to the disc in question I dumped? If so, can you lead me to the steps how I can strip the unneeded bytes and manually descramble the file?

You need to cut all the bytes before "00 FF FF FF..." with the remove.exe, then descramble the rest of the image with one of the software descramblers, then check the descrambled image for errors. The last sector in the scrambled image will be incomplete, so the last sector of the descrambled image will be missing, you will need to read it separately and join to the end of the image.

It seems original bytes are checking a region code of pleyer and DVD Decrypter changed this.

Conclusion
If all RCE discs use same logic, it's easy to find this protection. But I can't check all RCE discs...

Manually specifying the .bin file extension at the end of the command should do it.

alternatively just dump it with an arbitrary name like dump.bin and rename it with the DAT.
it should match http://redump.org/disc/29848/

the sector -1 is apparently different from newer (4.68.00 and higher) SecuROM versions: http://redump.org/disc/37956/

I think I found an issue with SafeDisc Lite discs (or at least with an undumped copy of MS Train Simulator I got recently). DIC recognizes the protection when using the /sf flag, and all the errors that show up are 312 bit, but when the last sector is dumped, DIC decides to try and reread all the sectors that have intentional errors. And when it reaches the maximum number of retries for one of those errored sectors, DIC doesn't cancel the dump like normal, but then proceeds to reread the next intentionally errored sector the same way. When the last sector is done, it just descrambles the .scm like normal.
