The Japanese title is "RPG ツクール", pronounced like "RPG zu-cool".
So, "RPG Tsukuuru" is better in sounds, but, it should be written as "RPG Tsukuru".
It's standard to remove the later vowel when 2 vowels are piled up.
It's just like we write "Toukyou" as Tokyo, "Ousaka" as Osaka.

What? Do you mean that?

for example, 東京(とうきょう, pronounced like とーきょー) is not normally spelled as "Toukyou".
But, we spell it as Tokyo , Tōkyō  or Tôkyô, which we remove u after o from the hiragana spell; "Toukyou"
To remove a vowel after a vowel is standard in japanese romanization.

In this case, we remove u after u, RPG Tsukuuru.
"RPG Tsukuru", "RPG Tsukūru", and "RPG Tsukûru" are the correct spell.
But, û and ū are rarely used on computer scene.
So, "RPG Tsukuru" is fine.
