I believe that there may be an issue with http://redump.org/disc/25022/ 's region.
the only difference between this and http://redump.org/disc/7661/, is that http://redump.org/disc/7661/ contains, ESRB, PEGI and BBFC, while http://redump.org/disc/25022/ contains PEGI, BBFC and Australian rating.
http://redump.org/disc/25022/ 's only dump is from 2012, and the region hasn't changed since then. if you ctrl+f "Condemned" in http://forum.redump.org/search/posts/user/10677/, you can see that this was a disc-only copy, with no other info provided. Moreover, if you look at the other dumps by this dumper at the same time, they just put the region locking of the disc as region, instead of its actual region. There's a lot of dumps that were submitted as region=world seemingly just because this disc is region free.
It could be that this disc's region is actually Australia, and the dumper put Europe because it's PAL locked. We'd be able to know with the rating present on the disc (Euro has BBFC, Australian has, well, Australian rating), but it was not mentioned in the submission
What's more, the UK Classics release, which was released after the Australian release, contains http://redump.org/disc/7661/, which would suggest even more that http://redump.org/disc/25022/ could be Australia only.
It would also explain the region-lock change.
However, in the end there is no way to check if what I'm stating is true apart from contacting the original dumper.
