I contacted the dumper after having issues with the game in MAME. The disc region is actually USA, not Europe.

He says the disc is the same as the one featured in this page at his site: https://junkerhq.net/Snatcher/sample98images.html

The build date is also 1994-10-07 as specified by the disc header. The disc label says October 10 1994.
