No. Only very special OS discs, like Linux for the Playstation.

Should I dump operating system discs?

No. We are not accepting information about operating system discs unless the disc is used in a console. For example: http://redump.org/disc/15004/ and http://redump.org/disc/12542/.

I don't know what kind of software the Windows Companion is exactly, but all other titles listed at your first link, match the rules of the FAQ.

FM Towns is a rather special platform, especially the earlier version could be seen as kind of a console. But the person mainly responsible for decisions around FM Towns would have to chime in for a substantiated explanation.

Microsoft Plus! 98: Companion for Windows 98 contains some games, so it's within scope for Redump.
I don't know if Microsoft Windows 95 Companion: With USB Support is similar, since contents are not listed and a quick Google didn't return too much specific information. Most likely it was allowed for the same reason, I believe.

All the others are either games or stuff related to Dreamcast (this PC disc is a devkit for Dreamcast) and FM Towns, which is allowed.

AFAIK, anything related to FM Towns CDs is allowed.

Thanks, I'll keep this exceptional (and strange) rule in mind.

We need to split the PC section first to accept OS and software discs (DOS/Win16/Win32/Win64/Nix/BeOS/whatever else) and probably add per-category dats, otherwise it will be unmaintainable due to too many titles in it.

Techincally, almost every Windows OS release has some games (Solitaire/Minesweeper; Win95 CDs had Hover!, etc.)
