i've thought up a scheme.

gamestop allows returns on used games for like a week or something. so technically you can go in and buy a handful of PS2 games, dump them, return the games and repeat the process without losing any cash.

i suppose you could do this for any system, but my gamestops have a lot more used ps2 games than anything else

I usually rent games, here were I live there are a hanfull of places that let you rent up to four games at the time to a fixed price.. It's one way to do it..
