I noticed this disc has a 3 second pregap on Track 2, and looking at a hex editor, it looks like the first 75 sectors of Track 2 contain scrambled data. They each have a valid sync pattern and properly increasing address bytes in their headers. However, they appear to have an invalid mode byte (0x61 instead of 0x01 or 0x02). Not sure if the invalid mode byte means anything.
