It would be better if the region was changed to Germany.

Here, the fact that the datfile do not show the languages when the dump is mono language is really bad in this case, because this dump's datname is "Fallout 3 - Game of the Year Edition (Europe) (Disc 2)", which hides the fact that it is the German language version, compared to the actual English language european dump. And there's also other cases like this, where the choice was made to put Germany as region.

There are a few other German-only Europe discs, notably
[PS2] http://redump.org/disc/17488/ (Germany + Austria)
[PC] http://redump.org/disc/13078/ (Germany + Switzerland)

The PS2 disc has a German title, "Deutschlands" in the name
While the PC disc has (De) in the datname to distinguish from the English one.

It would be wrong to set region to Germany for this one, but we could add (De) to the datname as the English-Europe disc also exists (and only doesn't clash because it matches USA)
