I was able to test and confirm that this has both English and Japanese text + voice selectable from the menu.

For what it's worth, this IBM PC version is very similar to the FM Towns version, I checked that at least this one http://redump.org/disc/70565/ has the English + Japanese option. The PC Engine version is different but also has a language option, though it might only affect the voices (as the text seems to stay in English)
