That one is crazy. With the Euro and US dump, if you have your locale as a PAL territory, it will then look for your language, defaulting to English. However, if you select a  NTSC or NTSC-J territory, it's English only. So if you have your locale as Mexico and your language as Spanish, you will play in English. However, if you have your locale as Russia and your language as Spanish, you will play in Spanish.
With the Japanese dump, if your locale is Japan, you play in Japanese, otherwise you play in English.

If the Japanese dump has a PAL locale and German, French, Italian or Spanish as a language, Xenia hangs indefinitely
If the Euro or US dump has Japan as the locale, Xenia hangs indefinitely.
