What part of this tells us it's a revision? I don't see an original dump anywhere, and I don't see anything in the missing games list.
Why would a sample of the game make the first original version the Rev 1? I don't remember that being a convention.

Respectfully, that... makes no sense. This is just simply not a convention we have.
007: The World Is Not Enough (USA)
Beta (2000-08-25)
Full release (2000-09-22)
Adidas Power Soccer 2 (Europe)
Demo (1997-07-28)
Full release (1997-09-25)
Alundra 2 (Japan)
Taikenban (1999-08-27)
Full release (1999-09-25)
3 different games, regions, and pre-release types. EXE dates are all later for the full release, none of them marked as Rev 1. I didn't even have to go very far for these either, these were on the first page alphabetically. This is just not a thing. We don't mark a game as Rev 1 if it's the first full release of the game. Unless that's a new convention and literally everything needs to be changed?
Again, sorry if I'm coming off as snarky, but this is really confusing me and I'm being given weird reasons as to why Tekken 2 is being marked this way and like... nothing else follows that convention. Just trying to make sense of it.
EDIT: Is this a thing that's very specific to versions marked as "Sample" ?
EDIT2: If it is, this one is wrong.
Riot Stars (Japan)
Sample (1997-02-26)
Full release (1997-03-02)
Tekken 2 (Sample) is a full release game, not a beta, demo or trial version.
The edition of Riot Stars may need to be changed. (For example, "Sample Version")
Usually, the sample edition matches the original.

When I looked for other "Sample" editions of games, I found that most of them were lumped in with a dump of the original, so this seems to be the case. That's why I'm wondering if this is only a thing specifically with "Sample" editions (that is, calling the first commercial release "Rev 1" because the "Sample" that came before it is different).
The ps1 sample almost certainly has a matching retail release with the same build date (it just hasn't been dumped yet).

Another similar case, the promo likely has a retail release which hasn't been dumped yet.

Hmmm... okay. Kinda seems weird to me to preemptively mark something as Rev 1 because there's "almost certainly" an undumped original (I'm already getting Mario Party 8 PTSD). The reasoning is at least there, though... I think.
Thanks everyone.

If I'm not mistaken all the ps1 Japan samples are physically the same as retail releases just with an additional "sample" stamped on them. It would be far be most likely be inaccurate to presume theyre betas.
Even for playstation series "Promo" (pal), only one non-retail build dump has been discovered.
Yes, as user7 stated, this has been the case for every one I've seen. It is not a "sample" or "demo" in the traditional sense of the word. For PS1 (and some other sony systems), 'sample' or 'sample * loaned' is marked on the disc, but it is effectively a retail standard release with slight modification. Many of them have NFS stickers on the back, that cover the normal retail barcodes.
I suppose it is theoretically possible that one is out there that is different, but in this particular sort of niche situation, I have not seen that to be the case.

I can confirm that PlayStation games in Asia, bought new in-person sealed retail from a reputable store, can have "SAMPLE * LOANED" stamped on the disc despite all packaging and labels looking identical to normal retail copies. I can only assume that this is because they are selling excess first-print discs originally meant as promos/samples for reviewers/testers/stores/etc. That, by definition, makes them the "original" revision of a retail game.
