Hi, sorry for the late reply. Most IRDs are hosted by aldostools on this link: https://ps3.aldostools.org/ird.html. If you go to the bottom of the page, you'll see some mediafire links with a somewhat complete sets of IRDs, mostly from Jonnysp's library before it went down.
There's also ManaGunZ's IRD library here: http://ps3ird.free.fr/. It's not as big as aldo's but it is set up to accept new IRDs made when dumping discs with ManaGunZ on the PS3, so you might be able to find some niche ones not available anywhere.
I don't think a complete set exists out there in the wild. A huge problem is that even if you have a library of encrypted PS3 ISOs archived, there aren't any convenient CLI tools to generate the IRD files. For a good reason though; there used to be a huge problem with fake IRD files being generated in the past.
