Update:

I spotted SLPS-00653 serial in a store-only promo disc (MiruMiru), it belongs to an probably unreleased PS port of Father Christmas (SS game).

SLPM 80639 is also now dumped: http://redump.org/disc/130756/

SLES-01894 remains a mystery, but it is located in the BIOS next to other regional variants of Player Manager 99, so there's a chance some other region exists or was planned (English/German/Italian/French/UK/Portugal are dumped, Greek and Dutch match English).

That just leaves the SLES serials that were probably allocated to Resident Evil, and may have been cancelled or internal/beta discs as there's no evidence that an undumped regional variant exists:
SLES-00977 (Disc 1)
SLES-10977 (Disc 2)
SLES-01227 (Disc 1)
SLES-11227 (Disc 2)
